Put Some Polish on Government Service
The General Accounting Office reported recently that federal agencies are poorly equipped to meet the challenges of the 21st century because their employees lack skills in information technology, science, economics and management. The [Bush] administration has announced plans to put 425,000 federal jobs up for competition or out-sourcing to private-sector companies. Nearly a half-million civilian jobs have been cut from the federal government during the past decade, while the numbers of state and local government employees and private and nonprofit workers on government contracts have increased.
